Project Overview
Bishops Stortford North is a major urban extension delivering 2,200 new homes alongside significant infrastructure and community facilities, including schools, open space, local centres and elderly care provision.
The site is owned by a four-developer consortium and represents a long-term, infrastructure-led residential development requiring consistent leadership, robust governance and close coordination between multiple stakeholders.
Planning Strategy & Planning Delivery
Ellipsis has acted as Infrastructure Project Manager since planning permission was granted in 2015, guiding the consortium from land acquisition through to on-site delivery.
Our responsibilities include:
- Leadership of the infrastructure delivery programme
- Management of all consultant appointments and performance
- Coordination of highways, drainage and utilities delivery
- Section 38, 104 and 278 agreement management
- Discharge of all planning conditions and Section 106 obligations
- Monthly cost control, reporting and fee management
- Chairing site, strategy, planning and cost plan meetings
- Consortium board reporting and stakeholder liaison
Ellipsis manages all aspects of the site excluding housebuilding, providing a single point of control across a highly complex development.
